Since the Syrian Catholic Church is in full communion with the Roman Catholic Church, same Canon Law applies.

Since 1917, only first cousin marriages aren't allowed under Canon Law (Can. 1091). But even first cousins can get a dispense (Can.1078 §3).

The Church Of England (and indeed the law of England) allows first cousin marriages.

Historically the church has manipulated legality of cousin marriage (and indeed the definition of "incest") in order to acquire the estates of unmarried females. "Being a Christian" is predominantly a social issue rather than a personal one.
