It reminds me of the saying, "Give a man a fish, and he'll eat for a day. Teach a man to fish and he'll eat for a lifetime." Of course, you have to rearrange it quite a bit: "Kill a man and hear him beg for mercy once. Torture a man and hear him beg for mercy everyday."

Then of course, there is my personal favorite. "Steal a fish from a man, and you eat for a day. TEACH a man to fish, and then you can steal fish from him every day."
