What does it mean, when a guy is not ready for a relationship with you but wants you to be his frien

I send a Farewell letter to a guy I like.
Telling him that I won't talk to him anymore.

I also confessed to him that I like him in the Farewell letter.
However, he said he is not ready for a relationship.
And also mention not to send him such letters saying Goodbye or Farewell.
What does he mean?

That he is not ready for a relationship and, don't say good-bye unless you mean it.
