Because someone found a way to profit from people being afraid all the time. Fearful people are easy to predict, control and manipulate. You don't think as clearly when influenced by fear, and that's of interest to those who prefer a docile, self-absorbed population of individuals who are too scared of each other to stand together.

Hah, I've said much the same thing before about the govt not limiting civil law suits, civil liberties (which only voice support for individual rights, rather than community rights), and the others ways in which the govt goes about the 'individualisation' of society (while bleating about lack of community)
