confused about using is or "being"

Hi there:
I'd like to know why we should use "being" in the following sentence.

Since the manager BEING able to acquire additional financial support he will likely expand our operation in Asia.

Why can't we use "is" instead of "being"?

Hi Rick. If this is your first time, welcome to A2K.

You can't use 'being' there. It needs 'is'.

You could do this.

Since the manager has been able to acquire additional financial support he will likely expand our operation in Asia.

or this,

Since the manager, having been able to acquire additional financial support, has gained the full support of the shareholders, he will likely expand our operation in Asia.

Yo JTT, you could substitute "being" in your second example there. Or "now being".

Whether this will help the questioner I know not. Probably not.
