In his weekly speech, President Obama said "Making it harder for our young people to afford higher education and earn their degrees is nothing more than cutting our own future off at the knees." What does"at the knees"mean here? Can anyone help me with this?

...or metaphorically, "destroying any hope of advancement from this level"( no growth above the knee).
