I agree with you that keeping low key is a good tactic in the circumstances that are both fragile and vulnerable.

I'm not sure that I would use "fragile and vulnerable" to describe circumstances. They seem to describe the emotions of someone in the circumstances.

But I've read AP reports saying that the situation of Fallujah was fragile... So why circumstance could not be fragile?

Hard to describe why it is wrong. Perhaps someone else can help with the exact why.

The situation can be fragile but probably not vulnerable.
A position can be vulnerable but probably not fragile.

A situation can explode but circumstances would change.
