"downstream" refers to after the fact, sometime later than the 'surpluses'. It's akin to [metaphor] water flowing down a river/creek/stream/brook. At a certain point in the flow something is tossed into the river, ie. surpluses. Farther downstream some other event is triggered by the introduction of the "upstream" surpluses.
