What does "challenging rackets" mean?

Context:

This veil of non-profitism that religious organizations manipulate to their own advantage needs to be scrutinized carefully, assuming our government is still not so corrupt it is incapable of challenging rackets like "the Church."

it is incapable of challenging rackets like "the Church."

The writer thinks that "the Church" is a "racket" - slang for business; here used in a negative way.

"challenging" is not an adjective, it is the gerund verb in the clause, subject of preposition "of"

And they are a racket... They should be taxed, and also forbidden to speak on political issues... If they see a moral problem then they need to address it personally rather than politically... What the churches represent is that class of wealthy people who has always provided educated people to fill that roll of religious leadership; but they are a prime example of people who are immoral, who do what is immoral- who moralize because it is easy for them, but who will not act morally because it is impossible for them though they are given the means...

So "it is incapable of challenging rackets like 'church' " refers to "it is not able to challege businesses like 'church'"?

By calling the the church a "racket, "the writer is being derogatory.

The dictionary of racket as used in that sentence is:

The author is claiming churches gain money through fraudulent means.

Calling the churches a racket is entirely too polite... They are criminal enterprises who take advantage of people's ignorance and gullibility to indoctronate them into a system of belief rather than one of reason, and which they use and reuse to abuse those people out of their rights, and use to abuse all of us out of our rights... They would tell you in a heart beat that their right of religion cannot be curtailed by any majority of the population, and yet, that they have the right with even a minority behind it to deny to vast numbers the rights they find essential to their lives and happiness...

The Churches should be destroyed and at a minimum they should pay taxes and give up the right to vote- if -they will not be governed by reason... Those who wallow in belief have no right to access to democratic government when democracy is our only defense, and it is the only just and intelligent way of governing our lives... If they truly believe in God; they ought to put their trust in God, and quit meddling in Government...In Government the loyalty of the Christian, Jew, or Muslim should not be trusted, because their record is one of screwing up all they touch or turning it toward their benefit...
