She used to complain constantly about having been born female. Said that she would much rather have been a man so that she could live the high life without
being remarked upon. I think she’s had quite enough of this place and is looking forward to getting away from it all and kicking her heels up with the smart set.

A "smart set" is a group of trendy people. Wealthy, fashionable, showy.
So "the smart set" is just a term for the section of society who live like that.
