John started writing a French book at 7:00 this morning. It is now 4:00 in the afternoon and he is still writing it.

What "phrase" are you talking about?

I see two complete sentences.

If you want to combine the two thoughts into one that's present perfect continuous, it could be:

John has been writing in French for nine continuous hours.
