You obviously are confused Spurt. State governors call out the National Guard in the case of emergencies. If you want to argue that they guard hasn't been called up you should at least point your stubby little finger at the right person when you do so.

But the president does, as commander in chief, have the authority to call out the National Guard also.
If the situation warrants it, he does have that authority. He can federalize them and activate them.

Obama fast tracked disaster relief funds for the states, $7 billion dollars available initially, up to $19 billion subject to Congressional approval. Millions of liters of water and meals and hundreds of thousands of blankets thrown into the mix, military trucks and buses to help evacuate patients from many hostpitals, like Bellevue in NYC, whose emergency generators were flooded out.
Mitt Romney, meanwhile, thinks federal disaster programs should be ended. He's collecting cans of soup from his supporters for "disaster relief". Wowee, Mitt, what a major help you are. Maybe he actually used a bit of his $280 million dollar or so fortune to buy a few cans of soup himself to help. You're a true humanitarian, Mitt, with a great vision for where the country should go (sarcasm alert).
