What does "at any given time" mean?

Does it mean "the 30,000 would be severely disabled at any given time"?

Context:

According to the ALS Association, 5,600 people in the United States are diagnosed with the disease each year. It is estimated that as many as 30,000 Americans may have the disease -- which has severely disabled British physicist Stephen Hawking -- at any given time.

At any given time means "at any arbitrarily chosen time".

It means that whenever you choose to look you will find 30,000 severely disabled people. The number does not change significantly over time, it is roughly constant.
