What does "is toosed about like rice at a wedding" mean here? Is it a good thing or not?
And who are "those folks" in the last sentence? Why are they annoying? Because they toss about gratitude like rice? Because they are too optimistic?

Anything tossed about like rice at a wedding is being used freely and lavishly. In other words, being used too much.
Back in the day at weddings, people would toss paper confetti or rice up in the air and over the newly married couple walked out of the church. It's mostly outlawed now as it's considered littering and birds would get ill from eating raw rice.
This statement means that someone is perhaps telling everyone around them that they are grateful or saying thank-you to anyone within listening distance, kind of like the picture above. Although in the picture, they are tossing rose petals. This practice is not outlawed, as flowers are biodegradable.
