Can someone edit this sentence for me please:

Should "Veronica was one of those very rare people who are loved by literally all that knew her."
be changed to :
"Veronica was one of those very rare people who was loved by literally all
that (?or who) knew her" ?

I would say, Veronica was one of those people who was loved by literally all who knew her.

It doesn't need to be changed; she was one of those rare people who are (present tense) loved etc; "all that knew her" is fine; personally I think that "literally" is unnecessary. In an obituary I know this is not proof of anything, but the phrase "loved by all who knew him" gets 636,000 Google results, whereas "loved by all that knew him" gets around 82,000. I get the feeling that using "that" is more common in British English.
