Many old conflicts continue to defy the efforts of the international community to bring about a settlement.

Does it mean: even though the international community has exerted great effort to help settle the conflicts, they have not been resolved yet.

or

These conflict regions refuse to receive any help from the international community, so that their conflicts haven't been settled.
