What's the meaning of "governor" here?

He has been a member of the committee of the Exeter Literary Society for many years, and has recently been elected one of the Governors of the Royal Albert Technical College and Museum.

It mans one of the officers responsible for the administation of the institution. Some institutions are run by a board of governors.

I think you've referred to "it means," not "it mans," Set. Am I on the right track?

I live in Spain (as many British people do) but I am not Spanish. I am in Spain, as the "location" part of my avatar states, but I am not "from" (i.e. a native of) Spain. In fact I used to live 100 km away in France until last year. Citizens of EU countries have the right to work and live in other EU countries.
