Sometimes her father’s love had seemed tied to her achievements, and, no
matter what she accomplished, it was never quite enough.
In the context, the woman's father was very strict with her.

What does she mean by saying "it was never quite enough"?

I think it means no matter her achievement, she could tell that her father expected an even better achievement and that he was with-holding a portion of his love accordingly.
