I read 15:1 as "fifteen one" or "chapter fifteenth first". Which one is right?

Context:
"Every seventh year you shall grant a remission of debts," Deuteronomy 15:1 reads. "And this is the manner of remission: Every creditor shall remit the claim that is held against a neighbor, not exacting it of a neighbor who is a member of the community, because the Lord's remission has been proclaimed."

If you're referring to it as a biblical text, I'd read it as chapter 15, verse 1.

"Deuteronomy fifteen one" would also be a perfectly acceptable way to read it, as most people would assume you're referring to a chapter and verse.

The 2nd one is correct, but note that the first one would also be OK if it was rewritten as "Fifteenth chapter, first verse."

Ordinal numbers (first, second...) are adjectives Oristar, that's why they preceed the described word.

e.g. first verse instead of verse first.
