The war, for all apparent purposes, has come to halt.
(A sentence has been picked up from a thin-volume book. No more context is available)
The title, author and year of publication of the book would constitute valuable context.
However, the phrase you ask about is common enough and seems (!) to convey the idea of something seemingly being the case.
