"$447 billion jobs package" reads as "four hundred forty four billion dollars jobs package"?

Context:
Now the focus must move to renewing the nation's economic strength, he said -- something that has proven more difficult than bringing the conflicts in Iraq and Libya to a close. He urged Congress to pass his $447 billion jobs package, even though Senate Republicans have twice refused to consider the measure.

Four hundred forty-seven billion dollar jobs package . . .

If you just wanted to say $447,000,000,000, you would say four hundred forty-seven billion dollars. However, in this context, it modified jobs package, it's an adjective, so there is no "s" added to the word dollar.
