Context:

“If you tell a young child too early that you’re going to leave, they can’t remember much. In this sentence, this word is used in the title of the group that is studying topics affecting children of military personnel.

The word 'Initiative' is used to let the public know that it is a new or beginning effort. Later, the word could be changed to "Center" or 'Group.'
