@flyhighsky,
I'm not sure of the context here, but, we have a system in American traffic and misdemeanor courts called diversion. Basically, you pay a cost to have your traffic ticket, or misdemeanor diverted from prosecution, there is then a time span during which you must have no other offences or your diverted offence will be prosecuted also.

Context from Google
Quote:
EXPORT CONTROLS

(Company A's) products and services, including user manuals and software, are subject to all U.S. export control laws, regulations and administrative policies. Diversion contrary to U.S. law is prohibited. Purchaser understands that a license, written approval or other authorization may be required from the
Bureau of Industry and Security of the U.S. Department of Commerce, the Directorate of Defense Trade Controls of the U.S. Department of State or other U.S. government agency prior to the export or reexport of these items from the U.S. Guidance may be found at
http://www.bis.doc.gov/ and http://www.pmddtc.state.gov/
.Purchaser further understands that it is unlawful to export, reexport or transfer, or to attempt to export, reexport or transfer these items to individuals or entities on the List of Debarred Parties, Denied Persons list, Specially Designated Nationals List, Entity List, Unverified List or Nonproliferation Sanctions
list, as well as sales or transfers to Embargoed Countries.

This implies that "diversion" would involve avoidance of export controls.

@McTag,
It appears my context was wrong on the op though.

It has been possible to get a diversion on your first DUI, at least in my state, you pay some costs then, if you have no further offenses, the DUI doesn't go on your record. I'm not sure if they are still doing that or not, on DUI's.
The city where I used to live had a diversion choice on traffic tickets, you payed a fee, higher than the fine of course, and the ticket didn't go on your driving record.
Kind of an odd idea, if you ask me.

@JTT,
Sorry,JTT.The whole sentence is :"these commodities,technology or software were exported from the US in accordance with the Export Administration Regulations. Diversion contrary to US law prohibited" I think this word "diversion" for more time.Is it meaning "a change in the direction or purpose of something"?Hello,JTT, I would like to get your idea on this case.

@fresco,
thanks, Fresco. I see your meaning . the word "diversion" is meaning something exported from US must be under the Law and Rugulations concerned in the United States. Any change of those things in the direction which will break the law in U.S. is prohibited.yes?
