Does " Alliance for the Prudent Use of Antibiotics, Boston, MA, USA " mean "the Boston Office of the World's Alliance for the Prudent Use of Antibiotics"?

I don't believe there is a "World's Alliance for the Prudent Use of Antibiotics".
When an institutional title is written out with the city, state, and country like this, it merely indicates the geographical location of said institution and doesn't usually imply any franchise or affiliations elsewhere.
