Are you sure that's an accurate transcription of the sentence? Because the most usual use of the term would be to tell someone NOT to touch something, but there's no negative in the rest of the sentence, so as it stands it seems to be telling you that you most definitely SHOULD touch something, but it's a very strange sentence.
