Does it mean "Do touch that.", or "Don't touch that."?

"Definitely do not ever under any circumstances so much as think about touching it or I will whack you on the head really hard" about covers what it means. Ooop, no, I take that back. Are you sure that's an accurate transcription of the sentence? Because the most usual use of the term would be to tell someone NOT to touch something, but there's no negative in the rest of the sentence, so as it stands it seems to be telling you that you most definitely SHOULD touch something, but it's a very strange sentence.

It really is a strange sentence and that's way I asked.
Actually, the accurate transcription is:
"You are, in no uncertain terms,to make any physical contact with this man, do you understand? "

but I just made it simpler.

Is it still strange to you?

Yes, still is, if it's a movie subtitle as the url would suggest, I suspect they inadvertently left out a "not".
