I followed an empty road for ten minutes through the night before arriving in a deserted but well-lit street. It is lined with blank faced buildings and I see three students walking toward me.

What is a blank-faced building? Is it a building whose construction has not been finished or one that looks boring?

In this case it likely means that the windows are either boarded up or that there's just no evidence of life in them. No lights, no flowerpots on the porch, etc etc.
