The CIA, NSA and others all need to account for the type of funds that financed, say, the Contras. It's been long rumored and suspected that the CIA in particular gets some of its funding not from Congress-approved government funds but from wheeling and dealing and skimming profits from people like the Medallin Cartel and heaven knows who else. Manuel Noriega of Panama was a source, but made the collosal mistake of trying to free-lance, independent of his handlers from McLean, VA. So he's cooling his heels in a Federal penitentiary now.
"Laundering" may not be the exact right word here but financial considerations are certainly involved, e.g. the universally-accepted practice of confiscating a suspected dealer's assets before said dealer has even been indicted, let alone convicted of anything.
