In one of the corps ambulances, on an industrial block in downtown Brooklyn, Tung demonstrates the sirens. Where the cup holder is in your car, there's the "Whelan" in this ambulance. There's a red switch to turn it on and off and a knob that can be set to T3 (that's the phaser), Yelp, Wail, HF (for handsfree), MAN, PA, and RAD (for radio). There's a button for a synthetic air horn.

What's the meaning of "Whelan" here as well as MAN and PA?

A google search suggests "Whelan" is a hot water dispenser.(I may be wrong).
MAN and PA look like "manual" and "public address" settings for the sound system.
Check the spelling because the WHELEN Company makes electronic sirens for emergency vehicles.

The description made me think it was the siren.
Wail, phaser, etc are sounds associated with sirens.
