Context:
The hurricane first came ashore Saturday morning near Cape Lookout, N.C., then slipped back over water farther north near Virginia and Maryland, before hitting land again in New Jersey.
New York was the next major city in the storm’s path, and forecasters predicted the center of the storm would reach the area about 10 a.m. on Sunday.

I always say, "North Carolina" when I see that. I think I say most state abbreviations as the full state name with the exception of Massachusetts when it's abbreviated as "Mass". Actually, I'll sometimes say, "Mass" when it's abbreviated as MA.

Being from NC myself I tend to say the letters when its NC but when its N.C. I always say North Carolina.
Maybe I am just weird, I don't know.
