Actually is means to givie an opinion.

The rest of the sentence alludes to a history (legendary) of micro-managing.

I'm not sure that I agree with your use of "usually", Punkey, but I don't think that your take on this is out of the question.

If I recall correctly from reading various news clippings over the years, I thought that Jobs did have final say on a lot of the products.
