With a base price of $103,100, the new 911 Carrera GTS is essentially an optioned-out version of the rear-drive Carrera S with an additional 23 horsepower.

What's the meaning of "optioned-out version" here?

When one purchases an automobile, there are usually luxury fixtures and/or high peformance equipment which are known as options. They are called options because they do not come on the basic model, and must be specified when an order is placed for the automobile. Some common luxury options are air conditioning or a high-quality sound system. Some common high performance options are a larger engine or a high performance transmission.

In this case, the author is saying that this particular model comes with all of the optional luxuries and high performance equipment--and that is expressed by saying that this model is "optioned out."
