Mr. Cecil is an art specialist who deals with Oriental rugs and tribal art. He decorated the home's interior, often rotating pieces like an art gallery, and is open to 'as is' offers on the house (save for a few sentimental pieces, he said).
The structure of the sentence baffles me. What does 'as is' mean here?

Yes it means he is selling the house as [it] is. I have seen it written "as-is".

That bit apparently indicates that along with the house he is selling fittings, furniture and maybe some artworks as well.
I'd ask for an inventory!
I recall that in the UK (maybe elsewhere) used car advertisements placed by private sellers in the classified sections of newspapers might include the phrase "as seen" e.g. "1996 Ford Focus £750 as seen". This means that the seller is making no representations about the state of the car, and is not prepared to negotiate any reduction of the price because of faults or imperfections noticed or alleged during inspection by a potential buyer.
