A business can be a front for illegal activity and criminals. In the front, a pizza restaurant is being operated. Pizza is being baked and sold to legal customers. Illicit drugs could be sold out of the back entrance. Etc....

Your example is a tad bit more complicated. To the uneducated outsider, the person ran the questioned organization seemed to accept donations from anyone. In the backroom, the Pakistani government circumvented Federal Election laws by laundering money through this fake political action committee making it seem like the groups political donations apparently came from legal sources inside the country rather then from a foreign government.
