I am reading an article about architecture and came across this phrase, and I don't quite grasp the meaning of it.

Can someday explain it for me?

I can't. But use "somebody" instead of "someday".

I imagine a four-pavilion development is simply a construction project which contains four pavilions.

You have not made it clear what the purpose of these pavilions might be.

A pavilion is normally used for display purposes, or gatherings, but here the word may have another intended meaning.
