Actually, i inquired this problem with a Chinese-Austrilian, who tole me that there is a system there linking driving skills with the sailing skills. I guess it is the flooding incidents happening in Austrilia that makes government implement this kind of wierd thing. Just a joke.

marine means...of having to do with the ocean....I have a queensland driving licence, I think it referes to wether you have a boat licence. I am not sure why it would be on your driving licence though? maybe it is a cross reference? I have never noticed it before.
