that it finds biased with rebuttals = that the FAIR finds that the news coverage is biased, because the news coverage expresses itself with ungrounded reports (rebuttals)?

Context:

Covering a variety of issues, FAIR addresses news coverage that it finds biased with rebuttals. Yes. However you wouldn't say "the FAIR", you'd just say FAIR.

FAIR addresses, with opposing evidence or arguments, news coverage that it considers to be biased.

So it is FAIR that is with opposing evidence or arguments? Not the news coverage with them?

I cannot easily understand your question.

The organisation called Fairness and Accuracy in Reporting, abbreviated to "FAIR" publishes a monthly magazine called "Extra!". In this magazine the organisation publishes articles. In these articles examples are shown of what the FAIR organisation considers to be "biased" reporting. Along with these examples are included attempts by FAIR to rebut the allegedly biased reporting.
