firstly, I'm not good at using english.
today i watch one sentence in my book.
"What must people do who could not get tickets?"
Few people say this sentence is correct, but many think that "what must people who could not get tickets do?" is correct.
The situation about this question is below.
".....if you wanted to purchase a ticket for this trip but weren't able to get to the ticket counter in time, this is a reminder that the next bus to Rotterdam will leave at 10:00 A.M. tomorrow morning. Tickets may be purchased starting at 6:00 A.M. tomorrow, and will be sold until 9:00 A.M. "
The answer is "Buy a ticket early tomorrow morning".

It's all about splitting infinitives, I think.

I don't see any infinitive to have been split.
The first sentence sounds awkward ("What must people do who could not get tickets?"), although i don't see any reason to say that it is grammatically incorrect. The second sentence ("what must people who could not get tickets do?") reads more comfortably for a native speaker--but either sentence is correct as far a i can see. Word order is not rigid in English--as long as the meaning of a sentence is not changed by changing the word order, there is no grammatical error.
