It will end up in the courts because the USSC has already ruled that the only way a state can do this is by providing FREE IDs to everyone otherwise it is considered a POLL tax.
I recall hearing it was going to cost the state millions of dollars in added spending to provide those IDs at a time they are fighting a budget deficit.

Maybe this will slow down the invasion.
