If a U.S. Representative has served in the House of Representatives for many terms, how does one learn what his or her committee assignments were over that time?

Well, go to their respective websites or you can just call their office and ask the receptionist for the answer.

Use Wikipedia. Most Wiki articles give their a summary of their entire public service.
