it is suggested that the strongest victims of extortion may not use the services of a private detective and may hire a person to kill those sending the threats".

Extortion = ( attempts to get money by the use of threats)

I read it this like:

People who lose a lot of money to a extortionist don't want justice through the courts, they just want that extortionist killed dead.

@Joe Nation,
thanks a lot.
perhaps I can interpret in this way: those lose a lot of money to a extortionist don't believe that the detectives will help, they may just hire someone to kill the extortionist to give a better solution to his problem.

The definition of 'robust victim of extortion" is not clear.

This could mean a strong, weealthy, excited, knowledgable person, perhaps even a businessman or gangster - as opposed to an elderly couple or senior citizen.

Or it could mean one that has been highly threatened, physically or in a highly emotional way; a child taken, for exmple, with ransom demanded. A high level of extortion.

@PUNKEY,
Frequently a person is being blackmailed because they have done something illegal or disreputable which the extortionist.blackmailer threatens to reveal. Such a victim would be reluctant to call in the police.

I know that the expression is widely used but, seriously, is there a way to be killed without being dead?
