1 billion. Many of these problems are caused by the disruption of communication between brain cells. Hence, finding a solution depends on understanding this communication in the smallest details.

The text doesn't make that clear, but absent any other reference, it suggests that it is one billion members of the population of the West. Given that the population of the West doesn't mount to much more than a billion, it's a silly statement. From that, one can infer that the author meant one billion of the the world's population. If that is the case, it's poorly written.
