In the sentence below, 2.11 refers to "2.11% dry eye cases"?

Context:
Based on data repositories and a variety of databases, the incidence of dry eye cases per 100 fee-for-service beneficiaries increased from 2.11 in 1992 to 2.81 in 1999.
