With enforcement powere dispersed, and with noncompliance penalties so slignt to have little more than harassment value, there were very few incentives to oney the laws.
here, what does "harassment value" mean?

It means that the penalties for not complying are only an irritant, rather than a deterrent or a punishment.

If you wish to reliably have answers to such questions, you need ot provide more context than that. Provide more of the text, and if possible tell us the name of the work and the author.
