Australia and the UN: 13th largest contributor to the UN, accounting for US$141.2m of the UN's total budget in 2006-2007; campaigning for a non-permanent membership in the UNSC 2013-2014. 12th largest financial contribution to UN peacekeeping missions (1.1.2008).

What does the date in the bracket mean? This is not a quotation. Does it mean "by 1.1.2008"?

It means January 1st, 2008.

I mean does it mean "according to statistics on January 1st, 2008", "by January 1st, 2008", retrieved from a book/research/website published/made/posted on January 1st, 2008, or something else.

I think it is reasonable to assume that it means as of January 1st, 2008. Another member has tracked down the author of this piece (you are not the only one asking questions based on this), and the author is apparently German, and not a native speaker of English. The usages which people have questioned us about are not typical English usages, so we are largely guessing about what the author means.
