The districts want to beat the implementation of the law because they want to save money.
Waiting until after the law goes into effect to negotiate contracts would put them in the position of having those contracts thrown out if the law is thrown out or overturned. That would mean they would have to do new contracts at that time with back pay to make up for the contracts under this law, which they feel isn't going survive a legal test.
