Could anyone tell me what is "an open set of question and answer to the proceedings and to the assembled"?

A long phrase in bad English, mainly.
Perhaps this is a lecture, court proceeding or government meeting. A guest speaker is giving an informational talk to the audience. After the speech, the speaker will stay to answer questions and give answers to the audience. (The assembled)
It would help if you gave the CONTEXT when you have a question.
