You either want to say "what
are the differences," or you want to say "what is the
difference"--the verb has to agree in number with the subject.
Universities provide both a general education, and a specialized education the the selected area of concentration. The breadth and depth of the education at a university is almost always greater than that which would be provided in a technical school. Technical schools provide specialized education, usually in a very specific and narrow skill or area of expertise relating to a skill (such as automobile mechanics or automotive engineering), and very little else, other that what is necessary to assure that the student is literate and can do basic math.
