China's means something belonging to China, and Chinese means something which comes from China. In particular examples you use, however, China's university has a special sense of the university most exemplary of China, or most beloved of China. Chinese university would describe any university in China.
To put it in other terms, China's is a possessive noun, and Chinese is an adjective.
