An expert is someone with a great deal of knowledge about a specific subject. A specialist is someone who concentrates on a specific subject or skill. They can probably be used interchangeably in most contexts. However, not all specialists are necessarily expert in the area in which they concentrate, and an expert could have a great deal of knowledge about more than one subject.
