I can think of one way they are different. One can learn to play an instrument or learn a language and in this case, the person can actually do both. In many countries where English is taught as a second language, students learn about the language but are unable to use it in any meaningful fashion.

I could learn, and I have, in fact, learned about playing the guitar by asking some questions about various aspects of guitar playing but that didn't advance my ability to play it one iota.
